Full disclosure: NTRVSTA wrote this guide, and we're one of the seven AI recruiting tools for small business on the list. We kept facts about the other tools to what they publish, linked at the end, and we say where a cheaper or simpler option beats us.
TL;DR
Small businesses rarely have a recruiter. The owner, an office manager or a team lead does the hiring between other jobs. So the best AI recruiting tools for small business do whole tasks for you, show a price before a sales call, and work without an IT project. Here's how the seven break down.
- Best for handing most of the hiring work to an AI recruiter, with a free first role: NTRVSTA (us)
- Best for a low-cost ATS with AI scoring: Manatal
- Best for startups that want a free ATS and optional fractional recruiters: Dover
- Best for hourly roles screened by phone: Classet
- Best for finding candidates on a tight budget: Pin
The picks at a glance
What actually matters when choosing AI recruiting tools for small business
Count the hours, then the dollars. If you hire two people a year, a free plan and an afternoon of setup is all the tool you need. If you hire every month, the hours you spend reading resumes and doing 20-minute phone screens are the real cost, and a tool that takes those off your plate is worth more than one that only organizes them. Our cost-per-hire guide helps you put a number on it.
Then check two practical things. Does it need an ATS you don't have? Pin and NTRVSTA sit on top of one, while Manatal, Dover and Spark Hire are one. And can you start without talking to sales? Every tool on this list has a free plan, free interviews, a trial or a public price.
1. NTRVSTA (us)
NTRVSTA ranks first here because a small business usually lacks people, not software. Our agent, Carolina, works like a part-time recruiter: she finds candidates and writes to them by email, SMS or WhatsApp, scores every resume against your job with a reason for each score, runs a live AI interview by video avatar or audio that adapts to each answer, and books the people you like onto your Google or Microsoft calendar. You decide for each step whether she suggests, asks first or just does it, and offers and pay changes always wait for you.
You don't need a big HR stack. Carolina connects to small-business ATSs such as JazzHR, Breezy HR, Workable and Zoho Recruit, to job boards like Indeed and ZipRecruiter, and even to a Google Sheets tracker. Starter is $0 for one open role with 10 AI interviews and no card. Team is $490 a month billed annually ($590 monthly) for 60 interviews a month and up to 10 seats. Our AI interviews also carry an independent NYC Local Law 144 bias audit by Asenion, finalized October 20, 2026 (see compliance).
Where NTRVSTA isn't the right fit: Team costs more than an entry ATS seat, so if you hire a few people a year and want only a tidy pipeline, Manatal or Dover is the better buy. We're not an ATS, we're newer and smaller with no published case studies yet, and for high-volume hourly hiring built around text-to-apply, Workstream or Fountain fits better.
Best for: owners and small HR teams hiring steadily who want first rounds done for them. See plans.

2. Manatal
Manatal is an ATS that, per Manatal, uses AI to recommend and score candidates against your job description, parse and enrich resumes, and help through an AI Copilot. It connects to job boards such as LinkedIn, Indeed and ZipRecruiter. A paid AI Interviewer add-on runs asynchronous video screens with up to 10 set questions; its price isn't published.
Professional is $15 per user a month billed annually ($19 monthly) for up to 15 jobs, and Enterprise is $35. There's a 14-day free trial with no card.
Best for: small businesses and small agencies that want an inexpensive ATS with AI help built in.
3. Dover
Dover pairs a free ATS with a marketplace of fractional recruiters. The free ATS includes unlimited users, jobs and candidates, posting to 50+ job boards and a LinkedIn sourcing extension. Premium, at $199 a month, adds AI applicant scoring and an AI interview notetaker. Recruiters on the marketplace set their own hourly, retainer or per-hire rates; Dover says the average cost per hire is $4.8K. People run the interviews, not AI.
Best for: seed to Series B startups that want a free ATS today and a human recruiter on demand. See NTRVSTA vs Dover or our list of AI recruiting tools for startups.
4. Classet
Classet's AI recruiter, Joy, calls applicants for a first phone interview using your questions and must-haves, answers their questions, and handles scheduling and follow-ups by text and email. Each call gets a Strong, Good, Borderline or Weak label with quoted evidence, and Classet says humans make every decision. Classet describes Joy following your script, so don't expect adaptive follow-ups.
Hiring Hub starts at $249 a month billed annually ($349 monthly) with 50 completed interviews, and every account gets 20 free interviews. Classet says Hiring Hub can be live the same day. See NTRVSTA vs Classet.
Best for: trades, logistics, car wash and other hourly employers.
5. Pin
Pin turns a job title into a list of matched candidates from 850M+ profiles, sends outreach from your own email, answers replies and books calls. The free plan covers one job and email-only sequences; Solo is $100 a month on an annual plan. Pin doesn't interview, and ATS integration is an add-on below Enterprise. See NTRVSTA vs Pin.
Best for: founders and small agencies who need more candidates and can run the interviews themselves.
6. Jack & Jill
Jack & Jill runs two agents. Jack talks with job seekers about what they want; Jill takes your brief, builds a rubric and job description, and asks for double opt-in introductions with people from Jack's network. The free Meet Jill plan gives 20 introduction requests a month; Hire Jill is $199 per active role a month and adds 1B+ public profiles and an ATS connection. See NTRVSTA vs Jack & Jill.
Best for: UK and US startups that would rather meet interested candidates than send cold outreach.
7. Spark Hire
Spark Hire now leads with an ATS for small and medium organizations and still sells its long-running one-way video interviews, where candidates record answers to set questions. Spark Hire says AI summarizes and scores responses, and its ATS adds AI resume review and suggested screening questions. Video interviews start at $249 a month billed annually; the Recruit Pro ATS starts at $335 a month for companies up to 200 employees. See NTRVSTA vs Spark Hire.
Best for: small teams that prefer recorded video screens they can watch on their own time.

Questions
What is the cheapest AI recruiting tool for a small business?
Several start free. Dover's ATS, Pin's Free plan and Jack & Jill's Meet Jill plan are free, and NTRVSTA's Starter plan is free for one open role. Among paid tools, Manatal starts at $15 per user a month billed annually. Free plans have tight limits, so check them against the roles you need to fill.
Do I need an ATS before I buy an AI recruiting tool?
Not always. Dover, Manatal and Spark Hire include an ATS. Tools like Pin and NTRVSTA sit on top of one, though NTRVSTA also connects to spreadsheets such as Google Sheets and Excel and to small-business ATSs like JazzHR, Breezy HR and Workable.
Is AI screening fair to candidates at a small company?
It can be, if every candidate gets the same structured process and a person makes the decision. Tell candidates when AI is involved, offer an alternative if someone asks for an accommodation, and review a sample of AI scores yourself in the first weeks.
How long does it take to set up?
Self-serve tools such as Pin, Manatal and Jack & Jill can be running the day you sign up. Classet says its Hiring Hub can go live the same day. NTRVSTA says setup takes a few days, depending on customization.
Should a small business use AI or a recruiting agency?
For one senior hire a year, an agency or a marketplace like Dover's can make sense. For steady hiring of several roles, AI tools usually cost less per hire. Our guide to cost per hire shows how to compare the two.
Hiring without a recruiter? Book a 20-minute call and we'll set up your first role on the free plan, or try the AI interview yourself.
