Full disclosure: NTRVSTA wrote this Dover vs NTRVSTA comparison, so read it knowing we sell one of the two products. Everything we say about Dover comes from Dover's own website, and the links are under Sources.
The short answer
Dover and NTRVSTA solve the same problem, getting good people hired without a big recruiting team, in opposite ways. Choose Dover if you're an early startup that wants a free ATS and the option to hire a fractional human recruiter by the hour, on retainer or per hire. Choose NTRVSTA if you already have an ATS and want an AI agent, Carolina, to source, reach out, score resumes, run live AI interviews and book panels inside it, with you deciding how much it does on its own.
Side by side: Dover vs NTRVSTA
How NTRVSTA works
NTRVSTA gives you Carolina, an AI agent that does the work a Head of Talent would hand to a recruiting team. Open a role and Carolina sources candidates, then runs outreach by email, SMS and WhatsApp. Every resume gets a score against the job, with a plain explanation of why one person ranks above another. Shortlisted candidates take a live AI interview whenever it suits them, day or night, with a video avatar or by audio. It adapts to each answer, covers technical and non-technical roles, runs in multiple languages, and ends in a score breakdown, video snippets and a shareable report.
Carolina then books interviews and panels on your calendars, answers questions like "which roles are stalled?" in plain English, and sends a morning digest to Slack or Microsoft Teams. You set guardrails per action: suggest, ask first, or auto. Offers and compensation changes always wait for a person.
The key structural point for this comparison: NTRVSTA isn't an ATS. It connects to the systems you already run (70 of them, from Ashby and Greenhouse to Workday, Rippling and Slack), plus a REST API and SFTP. Setup takes a few days, depending on customization.
How Dover works
Dover calls itself an all-in-one hiring solution for startups. The base is a free ATS with unlimited users, jobs and candidates. Dover says it posts jobs to 50+ boards, builds an AI careers page, and includes scheduling, referrals, a LinkedIn sourcing extension and reporting. The free plan's AI writes job descriptions and interview questions and formats interview notes. Premium, at $199 a month, adds AI applicant scoring, an AI notetaker, bulk actions and offers with e-sign.
The bigger part of Dover today is people. Its marketplace lists vetted startup recruiters who work hourly, on retainer or per hire, inside your Dover ATS. Recruiters set their own rates, intro calls are free, and Dover says there's no long-term contract. Dover publishes the cost of its marketplace hires (it showed 1,442 when we checked) and says the average is $4.8K. Dover earns a platform fee when you work with a marketplace recruiter.
Dover also runs an MCP server, so tools like Claude or ChatGPT can query your hiring data and, with the scopes you choose, take actions. Dover says hiring decisions stay with your team.
When Dover is the better choice
- You don't have an ATS yet and want a free one with unlimited users that a small team can run.
- You want an experienced human recruiter to own a search, and you'd rather pay hourly or per hire than add software.
- You want to see what other startups paid per hire before you commit. Dover publishes those numbers.
Here's where NTRVSTA isn't the right fit. It isn't a system of record, so a company with no ATS still needs one; Dover's free ATS covers that gap. We're newer and smaller than many vendors in this space, and we have no published customer case studies yet. We don't publish a candidate database size, so if deep search filters over a huge profile index matter most, a dedicated sourcing tool will serve you better. And if you want a human recruiter on the search, a marketplace like Dover is the honest answer.
Pricing compared
Dover's software side is simple: the Free ATS is $0 and Premium ATS is $199 a month. Marketplace recruiting is priced by the recruiter you pick. Dover says cost per hire is hours times the recruiter's hourly rate, and that the average works out to $4.8K, with listed hires ranging from about $0.2K to $16.4K.
NTRVSTA publishes its plans on our pricing section:
- Starter: $0 for one open role and 10 AI interviews. No card needed.
- Team: $490/mo billed annually or $590 monthly. 60 AI interviews a month, then $12 each, up to 10 seats.
- Scale: $1,490/mo billed annually or $1,790 monthly. 250 AI interviews a month, then $9 each.
- Enterprise and agencies: priced per hire or per seat.
The per-interview math: Team on annual billing is about $8.17 per interview if you use all 60, and Scale is about $5.96 per interview at 250. Each AI interview is one live session of up to 60 minutes. The models differ: Dover's marketplace pays a person per hire, while NTRVSTA charges for the agent's work across all your roles. Our cost per hire guide shows how to compare them on your own numbers.

Questions
Is Dover still an AI sourcing tool?
Not as its headline. Dover now leads with a marketplace of fractional startup recruiters and a free ATS. Its AI features sit inside the ATS: AI job descriptions and interview questions on the free plan, plus AI applicant scoring and an AI notetaker on Premium at $199 a month.
Can I use NTRVSTA and Dover together?
Dover isn't on our integration list today, so we wouldn't promise a connection. Most teams pick one system of record. If Dover is your ATS and you like it, a marketplace recruiter inside Dover may be the simpler path.
Which is cheaper for one hire?
It depends on volume. Dover says its average marketplace cost per hire is $4.8K, paid to the recruiter you choose. NTRVSTA's Starter plan is $0 for one open role with 10 AI interviews, and Team is $490 a month billed annually for 60 AI interviews.
Does either one interview candidates with AI?
NTRVSTA does. Carolina runs live, adaptive AI interviews as a video avatar or by audio. Dover's AI notetaker records and formats notes from interviews that people on your team run; Dover doesn't describe an AI interviewer.
