Dover alternatives: 6 ways to recruit without a full-time team

Dover now leads with fractional recruiters and a free ATS. Here's who else helps a lean team hire, whether you want people, an agent, or both.

Full disclosure: NTRVSTA wrote this list of Dover alternatives, and we're the first entry on it. We stuck to what each company publishes on its own site, and the links are under Sources.

Dover has changed shape. It used to be known as an AI sourcing and outreach tool; today it leads with a marketplace of fractional startup recruiters and a free ATS. That shift is the main reason teams look at Dover alternatives and competitors. Some wanted software doing the recruiting work, not a person billing hours. Some want every applicant screened by an AI interview, which Dover doesn't offer. Others have outgrown a startup ATS, or already run another ATS and don't want to switch. If Dover's free ATS and a good marketplace recruiter are working for you, staying put is reasonable.

1. NTRVSTA (us)

If you liked the idea of Dover's old AI-recruiter pitch, NTRVSTA is closest to it, with one big difference: it lives inside the ATS you already have rather than being one. Carolina, our agent, sources candidates for each role and contacts them by email, SMS or WhatsApp. It scores every resume against the job and shows why. Promising candidates take a live AI interview, 24/7, as a video avatar or by audio, that adapts to their answers for technical and non-technical roles. Then Carolina books the human rounds through Google Workspace, Microsoft 365, Zoom or Calendly and sends a morning digest to Slack or Teams.

Each action runs under a guardrail you set (suggest, ask first or auto), and offers and comp changes always wait for a person. Our NYC Local Law 144 audit covers the AI interviews and is on our compliance page. What we don't replace: Dover's free ATS (we're not a system of record) or its human recruiters. Compare the two directly on Dover vs NTRVSTA.

Best for: teams with an ATS they're keeping who want an agent, not a contractor, to run the busy work of hiring.

2. Paraform

If you came to Dover for its recruiters, Paraform is the most direct swap. Paraform says it matches companies with specialized recruiters from a network of more than 10,000, backed by custom AI agents trained on its Hiring Intelligence data. A dedicated talent strategist manages each search. Pricing is the main structural difference: instead of hourly or retainer rates, Paraform takes a flat percentage of first-year base salary, only on hire, and runs a free replacement search if a hire leaves within 90 days. The percentage isn't published. Paraform cites a 27-day average time to hire.

Best for: venture-backed companies with a few hard technical or GTM roles who'd rather pay on success.

3. Jack & Jill

Jack & Jill replaces outreach with introductions. Its candidate agent, Jack, talks with job seekers about what they want. Its hiring agent, Jill, takes your brief, builds a rubric and job description, matches the role against Jack's network, and introduces you when a candidate has opted in. Jack & Jill says 6,309 companies use Jill. Meet Jill is free with 20 intro requests a month; Hire Jill is $199 per active role per month on annual billing and adds search over 1B+ public profiles and an ATS connection.

Best for: seed to Series C tech startups that want a short list of interested people, not a big outbound campaign.

4. Pin

Pin is an AI sourcer with a narrow, clear job: go from a job title to booked interviews. Pin says it matches candidates from 850M+ profiles with an explained fit score, sends sequences from your own Gmail or Outlook, answers replies from a knowledge base, and books calls on your calendar. Each step can be hands-on, co-pilot or full autopilot. Pin's free plan covers one job; Solo is $100 per user per month (annual only) and Professional is $135 annual or $179 monthly. ATS integration is an add-on below Enterprise. Pin's LinkedIn company page was removed in September 2026; Pin's CEO says the product is fully operational and doesn't depend on LinkedIn.

Best for: founders and small teams who want outbound sourcing that runs itself, at a low per-seat price.

5. Juicebox

Juicebox (also called PeopleGPT) suits teams that want to do the sourcing themselves, faster. You describe the person in plain language and Juicebox returns a ranked pool from 800M+ profiles across 30+ data sources, with AI-personalized outreach. Juicebox Agents, an add-on at $199 per agent per month, keep sourcing in the background and can auto-email or auto-shortlist. Paid plans start at $99 to $119 per seat per month, and ATS sync comes on the Business plan. Juicebox doesn't interview candidates.

Best for: recruiters and startup hiring managers who want strong search and outreach at the top of the funnel.

6. Manatal

If the part of Dover you'll miss is the ATS, Manatal is a low-cost replacement. It's an applicant tracking system that, per Manatal, recommends and scores candidates against your job descriptions, parses resumes and offers an AI Copilot. Plans start at $15 per user per month on annual billing, with a 14-day free trial. A paid AI Interviewer add-on runs asynchronous first-round video screens with up to 10 custom questions; Manatal hasn't published its price. Unlike Dover, there's no recruiter marketplace.

Best for: small companies and agencies that need an inexpensive ATS with basic AI screening.

When to stay with Dover

  • You're early, have no ATS, and value a free one with unlimited users, jobs and candidates.
  • You want human recruiters but like choosing the pricing model yourself: hourly, retainer or pay-per-hire.
  • Seeing published costs for past marketplace hires (Dover says the average is $4.8K) helps you budget.
  • Your interviews are run by your own team and an AI notetaker is all the help you want there.

A note on where NTRVSTA isn't the right fit for Dover customers specifically: we can't be your ATS, we don't supply human recruiters, and we're a younger company without published case studies. If all three matter to you, Dover or Paraform will serve you better. For broader shortlists, see the best AI recruiting tools for startups, the best AI sourcing tools and the best AI recruiters.

Questions

What changed at Dover?

Dover used to be known for AI sourcing and outreach. Its site now leads with a marketplace of fractional startup recruiters (hourly, retainer or pay-per-hire) and a free ATS, with AI applicant scoring and an AI notetaker on the $199 a month Premium plan.

What is the closest alternative to Dover's recruiter marketplace?

Paraform. It also connects companies with independent recruiters, but it charges a success fee (a flat percentage of first-year base salary on hire, percentage not published) instead of letting recruiters set hourly or retainer rates.

Which Dover competitors have a free plan?

NTRVSTA (Starter, one open role with 10 AI interviews), Jack & Jill (Meet Jill, 20 intro requests a month), Pin (Free, one job) and Juicebox (Free, limited searches). Manatal offers a 14-day free trial.

Do I need to replace Dover's ATS to use an AI recruiting agent?

Not always, but check first. Most agents, including NTRVSTA, connect to a list of named systems, and Dover isn't on ours today. If you're moving off Dover's ATS anyway, choose the new ATS first, then pick an agent that connects to it.
